The answer is gases.Why?
Gases, as they are already in random motion and fill the volume available, will expand much more readily, and much more than Solids and Liquids. A fully inflated balloon when heated will expand and probably 'Pop!' When gases are heated, the added energy makes them move even faster and thus expand. Gases tend to occupy whatever space is available.
